The climb
Four things have to be true at the same time. Each rung adds one of them — and every rung below has to keep holding, or the one above it comes down too.
Summit · safe drinking water that lasts
Skip one and you get a failure everybody recognises: a plant that works but nobody funds, or one that is funded but nobody maintains. The summit is not a working plant. It is water that is still safe in year five — and the last rung, the one that decides it, is a habit held by people.
